ob introduces indirect yes/no questions and, like all subordinating conjunctions, sends the verb to the end: Ich weiß nicht, ob er kommt. Use it for 'if' only in the sense of 'whether'; conditional 'if' is wenn. The phrase als ob means 'as if'.
