unter is a two-way preposition: dative for position ('under, below') and accusative for motion. With people it shifts to mean 'among', as in unter Freunden ('among friends'). As a prefix unter- can mean 'sub-' (Untergrund, 'underground') or 'too little' (unterschätzen, 'to underestimate').
