Usage Note
Bürger is the masculine form; a female citizen is a Bürgerin, and officials often write Bürgerinnen und Bürger to address everyone. It originally meant a town dweller (compare Burg, 'castle') and survives in Bürgermeister ('mayor'). The plural is identical to the singular: die Bürger.
